There's a lot of controversy about those two little words at the moment. When you sign up for 'up to 8Mb', or upgrade as I have done to 'up to 20Mb' you expect a service that's close to the stated number. I know that if you are a long way from the exchange that the speed drops off.
For the first few days immediately after the upgrade I checked the speed of the link and was receiving 13Mb. Wonderful! Recently I noticed that videos were stuttering and sites taking a long time to load. I checked the speed again. Less than 4Mb on that day.
